The Chief Digital and Artificial Intelligence Office (CDAO) announced a new initiative to enhance data, analytics, and artificial intelligence (AI) capabilities. The initiative, named Open DAGIR—Open Data and Applications Government-owned Interoperable Repositories—will establish a multi-vendor ecosystem that integrates data platforms, development tools, services, and applications while preserving government data ownership and industry intellectual property.
"Open DAGIR builds upon the momentum created by the Deputy Secretary of Defense's 2021 Creating Data Advantage memo," said Dr. Radha Plumb, the CDAO. "Open DAGIR brings the best industry has to offer to the Department. It allows us to ensure enduring access to government-owned, contractor-operated technology stacks and infrastructure and retain data rights while also maximizing the ability of other companies to develop applications with government data."
Initially, Open DAGIR will support the Combined Joint All Domain Command and Control (CJADC2). This week saw awards for mission command applications for combatant commands. One award ensures enterprise access to an open infrastructure with foundational data integrations, mature software deployment tools, and security architecture for government data. Another is a prototype other transaction award (OTA) aimed at rapidly onboarding third-party vendor and government capabilities into this environment.
To address priority warfighter needs, CDAO will utilize its Global Information Dominance Experiment (GIDE) series to evaluate potential solutions for inclusion in Open DAGIR. An industry day is scheduled for mid-July as part of this effort.
"We want America's best talent solving DoD's hardest problems," Dr. Plumb stated. "Open DAGIR ensures the Department can leverage innovative solutions from world-class software developers in both traditional and nontraditional industrial bases."
The prototype OTA was awarded through Tradewinds Solutions Marketplace—a digital repository featuring post-competition pitch videos addressing significant challenges in AI/ML, data, and analytics.
All solutions available on Tradewinds have undergone rigorous evaluation processes and are accessible to Government customers via www.tradewindai.com.
