House committee releases FY25 state & foreign operations appropriations bill

Washington, D.C. – The House Appropriations Committee today released the Fiscal Year 2025 bill for the State, Foreign Operations, and Related Programs Subcommittee. State and Foreign Operations Subcommittee Chairman Mario Diaz-Balart (R-FL) remarked on previous achievements, stating, “In the State and Foreign Operations appropriations bill Fiscal Year 2024, Republicans achieved some great wins for the American people and national security.” He highlighted that overall funding was cut by 6% while maintaining key U.S. priorities such as supporting allies like Israel and Taiwan and countering adversaries including China, Iran, Cuba, Hamas, and Hezbollah. He added that the legislation defunded antisemitic entities within the United Nations like UNRWA.

Diaz-Balart noted that under Chairman Tom Cole's leadership, "the State and Foreign Operations bill for Fiscal Year 2025 builds on the policy wins of the Fiscal Year 2024 enacted bill," cutting funding by an additional 11%. He emphasized that this proposed legislation continues to advance global freedom and reestablish American leadership.

Chairman Tom Cole (R-OK) stated, “America is a world leader, and that posture must never change. This bill prioritizes our national security and reduces wasteful spending.” He mentioned various international threats including Putin’s actions in Ukraine, Iran’s attacks against Israel, China’s stance on Taiwan, and drug cartels infiltrating U.S. borders with fentanyl.

The FY25 State, Foreign Operations Appropriations Bill provides a total discretionary allocation of $51.713 billion—$7.6 billion (11%) below FY24 levels and $12.26 billion (19%) below the President’s Budget Request.

Key aspects of the bill include:

**Support for Israel:**

- $3.3 billion in Foreign Military Financing.

- Prohibition of funds for certain international bodies perceived as anti-Israel.

**Countering China:**

- $2.1 billion for Indo-Pacific security interests.

- $500 million in military financing for Taiwan.

- Full funding of $400 million for Countering PRC Influence Fund.

- Prohibition of funds benefiting PRC or Chinese Communist Party interests.

**Strengthening National Security:**

- Funding to combat illicit drug flow into the U.S.

- Maintenance of Iran Revolutionary Guard Corps on FTO list.

- Conditions on implementing nuclear agreements with Iran.

**Resource Reallocation:**

- Elimination or reduction of funding for several UN programs.
