Today, approximately two years since the launch of the Indo-Pacific Economic Framework for Prosperity (IPEF) in Tokyo, Japan, the 14 IPEF partners—Australia, Brunei Darussalam, Fiji, India, Indonesia, Japan, Republic of Korea, Malaysia, New Zealand, Philippines, Singapore, Thailand, the United States and Viet Nam—announced significant new achievements related to the IPEF Agreement Relating to Supply Chain Resilience (Pillar II), the IPEF Agreement Relating to a Clean Economy (Pillar III), and the IPEF Agreement Relating to a Fair Economy (Pillar IV), as well as the overarching Agreement on IPEF during the Ministerial meeting hosted by Singapore.
Since their last meeting in San Francisco in November 2023 where they announced substantial conclusions for several agreements and signed the IPEF Supply Chain Agreement, partners have continued working intensively. This includes a virtual Ministerial meeting hosted by Thailand in March 2024 and engaging various domestic stakeholders such as labor groups and industry representatives.
At this latest Ministerial meeting in Singapore, partners signed three key agreements: the IPEF Clean Economy Agreement; the IPEF Fair Economy Agreement; and an overarching agreement on IPEF. These agreements will now undergo further steps including domestic consultations for ratification or approval. The partners acknowledged opportunities for deeper economic collaboration through these frameworks.
The inaugural Clean Economy Investor Forum was also highlighted at this event. The forum aims to mobilize financing needed for deploying clean energy technologies under the IPEF Clean Economy Agreement. "The announcements made during this Forum will help mobilize financing needed for deploying clean energy," said one official.
Regarding supply chain resilience efforts under Pillar II of IPEF agreements: since its signing in November 2023 and its entry into force on February 24th of this year with six countries already parties to it—two additional partners have completed their ratification processes today. Efforts are underway towards operationalizing aspects like creating collaborative tools enhancing supply chain resilience across critical sectors.
For Pillar III focusing on transitioning towards cleaner economies: notable progress has been made via initiatives such as identifying over $23 billion worth priority infrastructure projects aimed at fostering sustainable development within member nations’ economies while ensuring climate resilience measures align with net-zero emission targets.
Under Pillar IV which addresses fair economic practices among members aiming towards transparency predictability within business environments thereby fostering greater trade investment potentials amongst them—the announcement was made regarding new Technical Assistance Capacity Building programs supporting anti-corruption measures improving tax transparency exchange information domestically mobilizing resources effectively administering taxes efficiently etcetera forming part integral component capacity building framework once fully operationalized after entering force officially soon enough too hopefully!
Additionally noteworthy mention went out acknowledging successful implementation upskilling initiative launched back September ’22 aimed primarily providing digital skills training women girls emerging middle-income partner countries surpassing initial commitment reaching almost eleven million opportunities thus far significantly contributing sustainable inclusive growth developmental goals
