These conclusions were informed by responses from government employees, industry leaders, and individuals to a Request for Comment on AI model issues.

The Electronic Privacy Information Center (EPIC) recommended that the National Telecommunications and Information Administration (NTIA) balance the advantages, disadvantages, and regulatory hurdles of AI models across the entire spectrum of openness. GitHub also supports this approach. The company believes in using open source and weights for AI while considering the evidence of possible harm alongside the benefits.
