Department approves $100M in grants under defense community infrastructure program

The Department of Defense has awarded fourteen Defense Community Infrastructure Program (DCIP) grants from the Office of Local Defense Community Cooperation, totaling approximately $100 million. The DCIP is a competitive program for states, territories, and communities to undertake infrastructure enhancements to support military value, the training of cadets at independent "covered educational institutions," installation resiliency, and family quality of life that benefits their local installations.

On August 1, the Assistant Secretary of Defense for Energy, Installations, and Environment instructed the Office of Local Defense Community Cooperation to invite grant applications for fourteen projects based on a competitive ranking of all proposed projects in response to a March 28 DCIP Notice of Funding Opportunity.

These awards derive from Fiscal Year 2024 appropriated funding and leverage an additional $31.5 million in non-federal funding, for a total investment of $131.1 million.

"The Defense Community Infrastructure Program continues to be a significant tool for the Department to enhance the critical relationship between installations and their respective communities," said Dr. William A. LaPlante, Under Secretary of Defense for Acquisition and Sustainment. "This year's program demonstrates how communities can come together with their military partners to address critical infrastructure needs that will enhance both the military mission and community resilience. The Department looks forward to seeing these projects come to fruition."

The Fiscal Year 2024 grant awards are as follows:

- Central Louisiana Regional Port, Louisiana: $1,256,012 to expand and improve the hardstand area at the port.

- City of Atlantic Beach, Florida: $1,073,660 to extend a water main at Naval Station Mayport.

- City of Bremerton, Washington: $7,145,000 to replace a sewer force main supporting Naval Base Kitsap.

- City of Colorado Springs, Colorado: $10,710,000 for safety improvements at Peterson Space Force Base.

- City of Copperas Cove, Texas: $10,308,877 for road improvements benefiting Fort Cavazos.

- City of Moline, Illinois: $11,543,471 to rehabilitate bridge access to Rock Island Arsenal.

- Colorado Springs Utilities: $5,348,798 for underground power lines at U.S. Air Force Academy grounds.

- Columbus Regional Airport Authority: $8 ,994 ,283 rehabilitation project at Rickenbacker Air National Guard Base.

- El Paso Water Utilities Public Service Board: $12 ,700 ,000 replacing water collector line at Fort Bliss's McGregor Range .

- Fallbrook Public Utility District :$1 ,297 ,000 emergency backup generator project serving Naval Weapons Station Seal Beach Detachment Fallbrook & Marine Corps Base Camp Pendleton .

- Grand Forks County North Dakota :$11 ,600 ,000 new fire station construction improving response time Grand Forks Air Force Base .

- Guam Memorial Hospital Authority :$2 ,739223 upgrading HVAC system incorporating advanced energy-efficient technologies significantly reducing consumption operational costs ultimately assisting readiness mission capability .

- Philadelphia Authority Industrial Development Pennsylvania :$1859814 replacing aged obsolete SS646 electric substation Navy Yard Annex supporting delivery electricity essential security ongoing operations

- Western Municipal Water District Riverside County California:$13092670 building resilient connection March Air Reserve Base wastewater system part larger Wastewater Infrastructure Resiliency Program providing necessary capacity redundancy ensuring continued operations mitigating potential disruptions health risks personnel

Groundbreaking on these projects may commence once all environmental requirements have been met.
