A Ministerial Meeting on Sudan took place in New York during the United Nations General Assembly High-Level Week. The meeting was organized by Germany, France, the United States, and the European Union to support the Sudanese people's aspirations for a peaceful and democratic future.
Participants voiced deep concern about the worsening situation in Sudan. They reiterated commitments made in the Declaration of Principles adopted in Paris on April 15, 2024, and shared their initiatives for advancing peace in Sudan.
The ongoing hostilities between the Sudanese Armed Forces (SAF), Rapid Support Forces (RSF), and other armed groups continue to cause suffering across the country. Participants were alarmed by escalating violence in El Fasher and demanded an immediate halt to the siege.
It was emphasized that warring parties must adhere to commitments made in Jeddah, Geneva, and subsequent negotiations. They should also comply with UN Security Council Resolution 2736 and international humanitarian laws. Participants called for an immediate ceasefire and urged protection of civilians, including humanitarian personnel.
Participants urged warring parties to commit to localized humanitarian pauses and ensure access to El Fasher, Sennar, and Khartoum so that civilians can receive lifesaving assistance.
Foreign actors were asked to refrain from providing military support to any warring party and focus on building conditions for a negotiated resolution of the conflict.
Participants expressed readiness to support establishing a cessation of hostilities monitoring mechanism. Both parties were encouraged to engage constructively regarding the Compliance Mechanism proposed by the ALPS Group for civilian protection and facilitating humanitarian aid access.
The international community was urged to explore options supporting any future cessation of hostilities' implementation and durability.
Support was expressed for an inclusive political process involving civilian actors, including women and youth, aiming at fulfilling Sudanese people's aspirations for a peaceful democracy.
The meeting included representatives from various organizations such as the United Nations, African Union, IGAD, League of Arab States, United Kingdom, Ethiopia, Uganda, Egypt, Saudi Arabia, UAE, Norway, Switzerland and Türkiye.
