Nations discuss Libya's political situation at UNGA

Senior officials from multiple nations convened during the United Nations General Assembly High-Level Week to address the ongoing political stalemate and divisions in Libya. The meeting, co-chaired by Italy and the United States, included representatives from Algeria, Egypt, France, Germany, Italy, Morocco, Qatar, Türkiye, United Arab Emirates, United Kingdom, and the United States of America.

The co-chairs reiterated international support for Libya's sovereignty, independence, territorial integrity, and national unity. They welcomed a briefing by UNSMIL Officer-in-Charge Stephanie Koury on efforts to foster dialogue among Libyan parties to end institutional fragmentation and establish stability. The goal is to transition towards free and fair presidential and parliamentary elections based on an inclusive political agreement and viable electoral laws.

Progress facilitated by UNSMIL was acknowledged in reaching a compromise on new leadership for the Central Bank of Libya (CBL). This step aims to mitigate economic repercussions from recent crises. The co-chairs emphasized the need for robust implementation of this agreement to ensure transparency and accountability at the CBL.

Libya’s oil resources were highlighted as beneficial for all Libyans. The co-chairs urged Libyan parties to resume full oil production without disruption or politicization. They stressed that oil and gas revenues should be managed transparently with effective oversight.

Support was renewed for the 23 October 2020 ceasefire agreement which calls for the withdrawal of mercenaries from Libya. Commitments by the 5+5 Joint Military Commission and two Chiefs of Staff towards unifying Libyan military and security institutions were welcomed.

Participants also supported enhancing security coordination among Libyan security forces across the country. This includes efforts to improve counterterrorism and border security capabilities.
