HUD announces federal aid for North Carolina after Tropical Storm Helene

The U.S. Department of Housing and Urban Development (HUD) has announced federal disaster assistance for North Carolina in response to Tropical Storm Helene, which began on September 25, 2024. This follows President Biden's major disaster declaration for several counties and the Eastern Band of Cherokee Indians.

Effective immediately, HUD is implementing a series of measures to aid recovery efforts. These include a 90-day moratorium on foreclosures for mortgages insured by the Federal Housing Administration (FHA) and those guaranteed under the Section 184 Indian Home Loan Guarantee program. Affected homeowners are encouraged to contact their mortgage or loan servicer for assistance.

HUD is also making mortgage insurance available through its Section 203(h) program, allowing disaster victims to receive FHA insurance for reconstruction or complete replacement of damaged homes. Additionally, the Section 203(k) loan program will enable individuals to finance both home purchases and repairs through a single mortgage.

Information on housing providers and HUD programs will be shared with FEMA and state authorities to help identify available units in affected areas. HUD will also offer flexibility to Community Planning and Development Grantees, Public Housing Agencies, and Tribes through various waivers and regulatory adjustments.

HUD-approved housing counseling agencies are prepared to assist those impacted by natural disasters with determining their needs and available resources. These services are offered at no cost for foreclosure prevention counseling.

Finally, HUD’s Office of Fair Housing and Equal Opportunity is ready to assist individuals who believe they have experienced housing discrimination following the disaster. Complaints can be filed by calling HUD or visiting their website.
