Global Coalition reaffirms commitment on tenth anniversary

Ten years after the formation of the Global Coalition to Defeat Daesh/ISIS, Deputy Prime Ministers, Foreign Ministers, and Senior Officials convened in Washington, D.C., today at the invitation of Secretary of State Antony J. Blinken. The coalition remains committed to defeating Daesh/ISIS wherever it operates.

In 2014, the United States led an international response to Iraq's request for assistance against Daesh/ISIS, resulting in the coalition's formation. In 2024, five years after defeating Daesh/ISIS in Iraq and Syria, coalition members honor those who fought and died to liberate territories from Daesh/ISIS and commend Iraq for its leadership.

Global Coalition Ministers commit to supporting Iraq’s efforts to safeguard security, peace, and development. The planned transition of the coalition’s military mission in Iraq to bilateral security partnerships reflects a reduction of the Daesh/ISIS threat. Ministers commend Iraq’s cooperation in countering Daesh/ISIS and its leadership in broader coalition efforts such as stabilization and counter-financing.

Ministers endorse raising $394 million for areas liberated from Daesh/ISIS in Iraq and Syria; commitments already total over $200 million. They emphasize durable solutions for populations in northeast Syria and support reconciliation efforts consistent with UN Security Council Resolution 2254. Ministers commend Iraq’s progress in repatriating nationals from northeast Syria.

Ministers commit to countering the spread of Daesh/ISIS globally across parts of Africa and Central/Southeast Asia. They reaffirm their commitment to mobilize members and partners using whole-of-government approaches to disrupt global networks by sharing information securely, denying freedom of movement, and restricting access to financing per UN Security Council Resolutions 2178, 2396, and 2462.

Ministers condemn ISIS-K’s attacks in Asia and Europe and commit to disrupting future attacks. They endorse improving coordination through ISKP Diplomatic Grouping initiatives. The work of the Global Coalition’s Africa Focus Group is also commended for promoting active roles among African partners.

The significant work by coalition members in countering Daesh/ISIS propaganda is acknowledged. Ongoing initiatives aim to prevent terrorists from dominating public narratives across media platforms using artificial intelligence.

Welcoming Maldives as the newest member brings total membership to 87. Special recognition was given to observers from Uzbekistan, Tajikistan, Senegal, Pakistan, Kyrgyz Republic, and Kazakhstan with a commitment to enhance engagement with these regions.

On its 10th anniversary, coalition members recommit to mobilizing efforts against Daesh/ISIS according to international law including relevant UN Security Council resolutions until the group is defeated.
