Biden administration allocates $279M for housing energy efficiency improvements

The U.S. Department of Housing and Urban Development (HUD) has announced a significant investment of nearly $279 million in awards to properties across 23 states and territories under the Green and Resilient Retrofit Program (GRRP). This funding will support energy efficiency and climate resilience renovations for over 3,500 homes.

HUD Acting Secretary Adrianne Todman revealed these grants during an event in Boston, MA, highlighting that “HUD has awarded over $1.1 billion through the Green and Resilient Retrofit Program to modernize housing for families across the country as the climate crisis continues to affect our most vulnerable communities.” She added that this initiative advances the Biden-Harris Administration’s goals for housing and clean energy.

This announcement follows President Biden’s Inflation Reduction Act, which established GRRP in 2022. The program is designed to enhance energy efficiency and climate resilience in multifamily properties within HUD's project-based rental assistance programs. Assistant Secretary for Housing Julia Gordon emphasized the importance of these measures, stating, “This is the largest set of Green and Resilient Retrofit Program awards to date, reinforcing our continued commitment to large-scale rehabilitation measures that ensure the safety and security of low-income residents.”

The new awards include properties participating in HUD’s Section 202 program for low-income seniors and Section 811 program for persons with disabilities. Deputy Assistant Secretary for Multifamily Housing Programs Ethan Handelman expressed satisfaction with the inclusion of numerous properties supporting vulnerable populations, noting that “this is exactly what GRRP was designed to do – to help fund vital protections and improve the homes and lives of some of our nation’s most vulnerable populations.”

The funding marks the first GRRP awards in Hawaii, South Dakota, and Nebraska, contributing to a total allocation exceeding $1.12 billion across 42 states, including Washington D.C. and Puerto Rico. A final award announcement under the GRRP Elements category is anticipated soon.
