Julieta Valls Noyes, the Assistant Secretary for the Bureau of Population, Refugees, and Migration (PRM), has announced her retirement after nearly four decades in the United States Foreign Service. Her tenure is marked by significant contributions to humanitarian diplomacy and migration efforts.

Secretary of State Antony J. Blinken acknowledged her achievements in a statement released on October 4, 2024. "As the daughter of refugees, Julieta brought her family’s powerful story to her leadership of the Bureau and the Department of State’s efforts in advancing U.S. global leadership in humanitarian diplomacy," Blinken stated.

During Noyes' leadership, PRM modernized the U.S. Refugee Admissions Program and expanded regional cooperation on migration. The bureau also administered approximately $11.9 billion in humanitarian assistance since fiscal year 2022 to help alleviate suffering worldwide.

A notable initiative under Noyes' guidance was the launch of Welcome Corps, a program that allows private Americans to participate directly in welcoming refugees into their communities across the United States.
