The United States has announced sanctions against three entities and one individual involved in the development and production of Russia's Garpiya series long-range attack unmanned aerial vehicle (UAV). These UAVs have been used in Russia's conflict with Ukraine, targeting critical infrastructure and causing significant casualties.
The Garpiya UAVs are designed and produced in collaboration between Russian defense firms and the People's Republic of China (PRC). The sanctioned targets were involved in creating military equipment for a U.S.-sanctioned Russian defense firm to be used by the Russian military in Ukraine. This marks the first instance of U.S. sanctions being imposed on PRC entities directly developing and producing complete weapons systems with Russian partners.
This action is part of ongoing efforts to disrupt attempts by PRC-based and Russia-based entities and individuals to support Russia's acquisition of advanced weapons technology and components. "We will continue to impose costs on those who provide support to Russia’s military-industrial base," stated the announcement.
The Department of the Treasury executed these sanctions under Executive Order 14024, which addresses harmful foreign activities by the Government of the Russian Federation. Further details can be found in the Department of the Treasury’s press release.
