The U.S. Environmental Protection Agency (EPA) has announced that the Mississippi State Port Authority will receive $1,845,783 through the Clean Ports Program. This funding is part of the Biden-Harris Administration's Investing in America agenda and aims to improve climate and air quality planning.
The grant will support activities such as updating emissions inventories, developing zero-emission technology plans, conducting workforce analyses, and engaging with local communities. The expected outcomes include enhanced community dialogue, a strategy for emissions reduction, a roadmap for implementing zero-emissions technology, and a workforce development program.
These grants are financed by President Biden’s Inflation Reduction Act. EPA Administrator Michael S. Regan stated that ports are crucial for creating jobs and moving goods in America while highlighting the importance of reducing pollution from port operations.
Acting Regional Administrator Jeaneanne Gettle emphasized the goal of transitioning ports to fully zero-emissions operations over time. Congressman Mike Ezell expressed his support for this initiative, stating it will help make port operations more sustainable.
Ports play a vital role in the U.S. economy but also contribute significantly to diesel air pollution. The funds will be used to install clean technologies at ports nationwide, aiming to eliminate over 3 million metric tons of carbon pollution.
In February 2024, EPA announced two funding opportunities: one for zero-emission equipment deployment and another for climate planning activities. Over $8 billion in requests were received from applicants across the country.
Following a rigorous review process, 55 applications were selected to receive funding based on their workforce development efforts and alignment with national goals for zero-emission freight sectors.
The program supports various types of equipment used at ports with funds allocated for battery-electric and hydrogen-powered machinery. Initial estimates suggest significant reductions in CO2 emissions over ten years.
Beyond environmental benefits, this initiative aims to protect existing jobs while creating new ones in the clean energy sector. It also aligns with President Biden’s Justice40 Initiative aimed at benefiting disadvantaged communities through federal investments.
Community engagement was prioritized during application evaluations ensuring meaningful participation becomes standard practice within port industries moving forward.
Final awards will be made once all requirements are satisfied; selectees will collaborate with EPA on project plans before implementation begins over three to four years depending on scope size.
