The U.S. Department of Housing and Urban Development (HUD) has announced federal disaster assistance for Kentucky following the remnants of Hurricane Helene, which affected the region from September 27 to September 30, 2024. This decision comes after President Biden issued a major disaster declaration for the state.
Effective immediately, HUD is implementing several measures to aid those impacted by the disaster. A 90-day moratorium on foreclosures of mortgages insured by the Federal Housing Administration (FHA) and those guaranteed under the Section 184 Indian Home Loan Guarantee program is in place. Additionally, there is an automatic 90-day extension for Home Equity Conversion Mortgages.
Homeowners affected are encouraged to contact their mortgage or loan servicer for assistance. Conventional mortgage holders may also be eligible for relief through their mortgage holder. The FHA Resource Center can be reached at 1-800-304-9320 for more information on disaster relief options.
HUD is making mortgage insurance available through its Section 203(h) program, which provides FHA insurance to disaster victims requiring reconstruction or replacement of homes. This program allows borrowers from participating FHA-approved lenders to access 100 percent financing, including closing costs.
The Section 203(k) loan program enables individuals to finance both the purchase or refinance of a house and its repair through a single mortgage. It also allows homeowners to finance rehabilitation if their existing homes are damaged.
Information about housing providers and HUD programs will be shared with FEMA and the State of Kentucky, including details on available units in impacted counties. HUD will connect FEMA and state officials with subject matter experts regarding its programs and providers.
Community Planning and Development Grantees can apply for administrative flexibility in response to the disaster declaration DR 4848-KY. Public Housing Agencies may also seek waivers and flexibilities necessary for recovery efforts.
Tribes and Tribally Designated Housing Entities can apply for administrative flexibility through regulatory waivers by contacting their local Office of Native American Programs or emailing Codetalk@hud.gov.
HUD-approved housing counseling agencies are prepared to assist those impacted by natural disasters in determining their needs and available resources. These services are offered without charge for foreclosure prevention counseling.
