Secretary of State Antony J. Blinken addressed the United Nations Security Council in a meeting focused on artificial intelligence (AI). He expressed gratitude to briefers Mr. LeCun and Ms. Li for their insights and ideas.
Blinken emphasized the dual nature of AI, highlighting its potential benefits such as aiding in drug discovery, predicting natural disasters, and advancing electric vehicle technology. "In these ways, and so many other ways, AI could accelerate our progress on nearly 80 percent of the United Nations Sustainable Development Goals," he stated.
However, he warned of the threats posed by AI misuse, including destructive cyberattacks and repressive surveillance practices. "If algorithms are built into weapon systems – and if they malfunction – they could accidentally spark a conflict," Blinken noted.
To mitigate these risks, Blinken advocated for setting international guidelines for AI use. The United States has been active in global efforts to promote safe AI practices. This includes securing commitments from American companies to enhance AI safety measures and collaborating with Japan's G7 leadership on a code of conduct for developers worldwide.
Blinken highlighted the adoption of a UN General Assembly Resolution on AI that aims to foster trustworthy systems respecting human rights. He also mentioned initiatives to close the digital divide globally.
The U.S., alongside its partners, is building an international network of AI safety institutes to provide guidance for developers. Furthermore, a treaty involving the European Union and several countries was signed to ensure AI respects human rights and democracy.
Blinken called upon nations with advanced tech sectors to prevent AI abuses and condemned malicious uses aimed at distorting public opinion or enhancing offensive cyber operations.
He concluded by urging collective action from the international community against irresponsible uses of AI systems: "We must adhere to our shared norms and build AI systems that are genuinely safe and secure."
Blinken stressed that continued collaboration with developers, business leaders, and civil society is essential to harnessing AI's potential positively. Following his remarks, he resumed his role as president of the council before inviting Ecuador's Minister for Foreign Affairs Gabriela Sommerfeld to speak.
