The Department of Commerce and Natcast have announced that the Arizona State University (ASU) Research Park in Tempe, Arizona, is set to become the location for the third flagship CHIPS for America research and development facility. This facility will be part of the CHIPS for America NSTC Prototyping and National Advanced Packaging Manufacturing Program (NAPMP). It aims to bridge the gap between laboratory research and full-scale semiconductor production by providing cutting-edge capabilities.

Expected to be operational in 2028, this new facility will focus on advancing U.S. leadership in semiconductor innovation, economic growth, and national security. U.S. Secretary of Commerce Gina Raimondo stated, "A strong research and development ecosystem is essential to ensuring the United States remains at the forefront of semiconductor innovation." She emphasized that Arizona's technological hub status would strengthen domestic supply chains and drive manufacturing breakthroughs.

White House Deputy Chief of Staff Natalie Quillian highlighted the importance of investing in technology through initiatives like this one: “Thanks to the bipartisan CHIPS and Science act, we are investing at historic levels in the technologies of both today and tomorrow.”

The industry faces challenges such as a lack of 300mm semiconductor wafer prototyping capability facilities. The new facility aims to address these issues by offering integrated R&D activities. Deirdre Hanford, CEO of Natcast, said, “The PPF will play a critical role in advancing semiconductor innovation across the country.”

This facility is one among three CHIPS R&D flagship facilities planned to enhance advanced semiconductor R&D within the United States. It will leverage ASU's substantial programs and partnerships with local microelectronics companies.

Natcast has accepted a nonbinding Letter of Intent from both ASU and the Arizona Commerce Authority. Further negotiations are expected before finalizing contracts.

CHIPS for America forms part of President Biden’s broader economic plan focused on stimulating private sector investment and creating jobs within the United States.
