Joseul Sanchez Usana, a 29-year-old from Yigo, Guam, has been sentenced to 120 months in federal prison for attempted enticement of a minor. The sentence was handed down by the U.S. District Court of Guam following his conviction under 18 U.S.C. § 2422(b). In addition to the prison term, Usana will serve five years of supervised release, must comply with sex offender registration requirements, and pay a $100 mandatory assessment fee.
The case against Usana arose from a joint undercover operation conducted in May 2024 by the Air Force Office of Special Investigation and Homeland Security Investigations. The operation aimed to identify individuals seeking sexual contact with minors through social networking applications and online forums.
On May 30, 2024, Usana, who worked as a civilian employee for a military contractor with access to Andersen Air Force Base, engaged in communication with an undercover persona posing as a minor. Despite being informed multiple times that the persona was underage, Usana continued discussions about sexual activities and arranged to meet at Andersen Air Force Base's front gate. He was apprehended upon arrival.
"This case is another reminder of the risks to children in our islands," stated United States Attorney Shawn N. Anderson. "Parents must remain vigilant against the dangers of online activity in their homes. Innocuous messaging can quickly develop into harmful physical contact."
The investigation was carried out by Air Force Office of Special Investigation Detachment 602 and Homeland Security Investigations. Assistant United States Attorney Benjamin K. Petersburg prosecuted the case.
This prosecution is part of Project Safe Childhood (PSC), an initiative launched by the Department of Justice in May 2006 to combat child sexual exploitation and abuse nationwide.
