U.S.-Armenia strategic partnership commission launched by Blinken and Mirzoyan

Secretary of State Antony Blinken and Armenian Foreign Minister Ararat Mirzoyan have initiated the U.S.-Armenia Strategic Partnership Commission. This development marks a significant point in bilateral relations between the two nations, reflecting a shared commitment to a resilient, peaceful, secure, and independent South Caucasus. Since 2021, the United States has contributed $340 million as part of a broader investment totaling approximately $3.3 billion in Armenia. These funds support democratic reforms, economic growth, resilience, and humanitarian assistance.

The economic cooperation between the two countries is growing. The United States continues to aid Armenia's efforts to improve its economic resilience and promote trade, energy, and food security. Bilateral trade has more than tripled from 2020 to 2023, reaching $321 million. Additionally, since 2023, the U.S. Embassy in Armenia has facilitated $15 million in U.S. exports through the U.S. Foreign Commercial Service.

Negotiations are set to begin on a civil nuclear cooperation agreement known as a 123 Agreement which aims to enhance nuclear energy cooperation between the nations. The United States is also working with Armenia on strengthening food security by diversifying trade partners and improving domestic production.

In terms of security and defense collaboration, the United States hosted bilateral exercises called Eagle Partner in 2023 and 2024 to improve interoperability during peacekeeping operations with Armenia. A total of $27 million has been allocated for developing border security capabilities in Armenia.

Efforts are also being made to strengthen democracy and justice within Armenia. The partnership aims at fighting institutional corruption and enhancing e-governance capacities among other goals. Over $16 million supports the establishment of a nationwide Patrol Police Service.

People-to-people exchanges remain an important aspect of this relationship with growing numbers of Armenians studying in the United States each year.
