The United States Attorney’s Office for the Eastern District of Oklahoma has announced the sentencing of Stephen Patrick Looper, a 69-year-old resident of Muskogee, Oklahoma. Looper received a ten-month prison sentence followed by five years of supervised release for failing to register as a sex offender.
This case was investigated by the United States Marshals Service Violent Crime Fugitive Task Force, the Muskogee Police Department, and the Muskogee County Sheriff’s Office. On August 13, 2024, Looper pleaded guilty to one count of failure to register as a sex offender.
Looper's legal troubles began with his conviction on September 6, 2002, in Texas for Sexual Performance of a Child. He was informed at that time about his obligation to register as a sex offender and report any changes in residency. However, investigators found that from January 2024 until July 10, 2024, Looper failed to comply with these requirements after moving into Muskogee County within the Eastern District of Oklahoma.
The sentencing hearing was overseen by U.S. District Judge John F. Heil III at the United States District Court for the Eastern District of Oklahoma. Until he is transported to a designated Bureau of Prisons facility to serve his non-paroleable sentence, Looper will remain in custody under the U.S. Marshals Service.
