A Billings man has been sentenced to a decade in prison for armed methamphetamine trafficking on the Rocky Boy’s Indian Reservation. U.S. Attorney Jesse Laslovich announced that David Victor Fast Horse, 36, will serve ten years in prison followed by five years of supervised release after pleading guilty to possession with intent to distribute meth and possession of a firearm related to drug trafficking.
Chief U.S. District Judge Brian M. Morris presided over the case. According to court documents, tribal law enforcement stopped a pickup truck on August 30, 2022, on Upper Road at the reservation due to an outstanding tribal warrant for the driver. During the stop, Fast Horse fled from the passenger seat but was apprehended by officers near a shed.
Officers discovered a green pistol and black case hidden near where Fast Horse had been running. The case contained 18 blue pills testing positive for mixed substances, small amounts of meth in baggies, a digital scale, and a car key. Fast Horse admitted to selling meth but denied dealing fentanyl and claimed he was at Rocky Boy’s to purchase drugs from a friend.
Fast Horse is prohibited from possessing firearms due to a prior federal felony burglary conviction.
The U.S. Attorney’s Office led the prosecution with investigative support from multiple agencies including the Rocky Boy’s Police Department, FBI, Bureau of Alcohol, Tobacco, Firearms and Explosives, U.S. Marshals Service, Drug Enforcement Administration and Billings Police Department.
