Vanessa Roberts Avery, U.S. Attorney | U.S. Attorney for the District of Connecticut
Marc H. Silverman, the Acting United States Attorney for the District of Connecticut, announced that Osiris Muhammad, 24, from Hartford, has been sentenced to 46 months in federal prison. U.S. District Judge Sarala V. Nagala delivered the sentence, which includes three years of supervised release, following Muhammad's conviction for illegal firearm possession.
Court documents reveal that shortly after midnight on January 26, 2024, Muhammad fired several shots at a target near Belden Street and Albany Avenue in Hartford. Two days later, on January 28, Hartford Police located him at a liquor store on Albany Avenue. After a brief pursuit, he was apprehended and found with a Ruger P89 pistol. The National Integrated Ballistic Information Network (NIBIN) later linked this firearm to shell casings from the shooting scene.
In 2020, Muhammad was convicted of first-degree robbery in state court. Federal law prohibits individuals with felony convictions from possessing firearms or ammunition that have traveled through interstate or foreign commerce.
Muhammad has been detained since his arrest and pleaded guilty to unlawful possession of a firearm by a felon on June 28, 2024.
The investigation was conducted by the Hartford Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). Assistant U.S. Attorneys Konstantin Lantsman and Daniel Gordon prosecuted the case.
This case is part of Project Safe Neighborhoods (PSN), an initiative uniting law enforcement agencies and communities to reduce gun violence and violent crime. In May 2021, the Justice Department enhanced PSN with a strategy focusing on community trust and legitimacy, supporting violence prevention organizations, prioritizing strategic enforcement actions, and measuring outcomes.
