The G7 Foreign Ministers and the High Representative of the European Union have issued a statement condemning the Rwanda-backed M23 offensive in the eastern Democratic Republic of the Congo (DRC). The statement specifically highlights concerns over the capture of Minova, Saké, and Goma by M23 forces. The ministers urge both M23 and the Rwanda Defense Force to halt their advances and emphasize the need for civilian protection.
The statement calls for an end to any support, direct or indirect, to M23 and other non-state armed groups in DRC. It labels this offensive as a blatant violation of DRC's sovereignty and territorial integrity. Additionally, it condemns M23’s plans to expand further into South Kivu.
The recent escalation has led to significant displacement in Goma and across eastern DRC, adding to hundreds of thousands already displaced since January when M23 initiated its offensive. The G7 ministers express concern over worsening humanitarian conditions due to these developments.
They advocate for unhindered humanitarian aid access and stress that relief workers must be guaranteed safety. They also call on all parties involved to return to negotiations under the Luanda Process framework and urge M23 to withdraw from occupied areas.
Support is reiterated for MONUSCO's mission in protecting civilians and stabilizing the region, with a call for respect towards its mandate. Condemnation is extended towards attacks on peacekeeping personnel, expressing condolences for those who have lost their lives from MONUSCO and SAMIDRC missions.
Finally, they denounce assaults on diplomatic missions in Kinshasa, urging Congolese authorities to ensure diplomat safety as per international law obligations.
