Johnstown man pleads guilty to federal drug trafficking charges

A Johnstown resident, Daniel Culmer, has pleaded guilty to federal narcotics charges. The plea was entered on February 6, 2025, before United States District Judge Marilyn J. Horan. Acting United States Attorney Troy Rivetti made the announcement.

Culmer, aged 57, admitted guilt to Count One of the Superseding Indictment and acknowledged violating conditions of his supervised release from a prior conviction. According to court information, between April and July 2021 in the Western District of Pennsylvania, Culmer conspired to distribute crack cocaine. He was intercepted on a federal wiretap distributing the drug while on supervised release from a 2018 heroin distribution conviction.

Sentencing is set for May 29, 2025. Culmer faces up to 30 years in prison and a fine of up to $2 million. The final sentence will consider the seriousness of the offense and Culmer's criminal history.

Assistant United States Attorney Maureen Sheehan-Balchon is prosecuting this case. The investigation involved multiple agencies including the FBI’s Laurel Highlands Resident Agency and Homeland Security Investigations.

This case is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation aimed at dismantling high-level drug traffickers and criminal organizations through collaboration among various law enforcement agencies.
