Phitsmai Khamkhay, a 58-year-old resident of Honolulu, Hawaii, has been arrested and charged with distributing more than fifty grams of methamphetamine. The charges stem from three separate incidents in 2022. A detention hearing is set for February 18, 2025.
The criminal complaint details that in April, May, and June of 2022, Khamkhay arranged the sale of approximately 680 grams of methamphetamine from her home. Law enforcement conducted surveillance during these transactions involving a confidential source. During an interview with authorities, Khamkhay waived her Miranda rights and admitted to purchasing and distributing multiple pounds of methamphetamine on Oahu and Kauai.
"The charges in the complaint are merely accusations," said Acting United States Attorney Kenneth M. Sorenson. "The defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law."
If convicted, sentencing will be determined by a United States District Judge according to statutory factors and the advisory United States Sentencing Guidelines.
The investigation was carried out by the Drug Enforcement Agency. Assistant U.S. Attorneys Tom Muehleck and Rebecca A. Perlmutter are prosecuting the case.
