Massachusetts man sentenced for illegal firearm possession during traffic stop

A Massachusetts man, Keon Shine, also known as Keylin Hall, was sentenced to 30 months in prison by U.S. District Judge Nancy Torresen in Portland for being a felon in possession of a firearm. The sentence will be followed by three years of supervised release. Shine had pleaded guilty on July 29, 2024.

The incident dates back to June 2023 when the Lewiston Police Department stopped a vehicle where Shine was a passenger. A check revealed that Shine had previously served six and a half years in federal prison for illegal firearm possession and was on federal probation at the time. During the stop, the driver informed law enforcement about a firearm located in the vehicle's center console. Shine admitted to investigators from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) that the Glock firearm found belonged to him. His prior conviction in 2017 at the U.S. District Court for the District of Maine barred him from possessing firearms.

The investigation was conducted by the Lewiston Police Department and ATF as part of Project Safe Neighborhoods (PSN). This initiative aims to reduce violent crime and gun violence through collaboration between law enforcement agencies and communities. It focuses on fostering trust, supporting community-based violence prevention organizations, setting strategic enforcement priorities, and measuring outcomes.
