A New Orleans resident, Ervin Dalvecchio Cooper, aged 23, has been charged with possessing files depicting the sexual exploitation of children under twelve. The charge was announced by Acting U.S. Attorney Michael M. Simpson on February 27, 2025. Cooper faces a potential maximum sentence of twenty years in prison if convicted.
In addition to imprisonment, Cooper could face a lifetime of supervised release and be required to pay up to $250,000 in fines. He may also have to register as a sex offender and pay a mandatory special assessment fee of $100.
Acting U.S. Attorney Simpson emphasized that the bill of information is merely an accusation and that guilt must be established beyond a reasonable doubt.
The case is part of Project Safe Childhood, an initiative launched by the Department of Justice in May 2006 to combat child sexual exploitation and abuse. This project aims to coordinate federal, state, and local resources for locating and prosecuting individuals who exploit children online and rescuing victims.
U.S. Attorney Evans commended the Louisiana Bureau of Investigation for their role in this investigation. Assistant United States Attorney Jordan Ginsberg, Chief of the Public Integrity Unit, is leading the prosecution.
