By the authority vested in the President by the Constitution and U.S. laws, a new executive order has been issued to address waste, fraud, and abuse by removing information silos within federal agencies. The order aims to eliminate barriers that prevent federal employees from accessing government data and promote inter-agency data sharing.
The purpose of this initiative is to reduce bureaucratic duplication and inefficiency while enhancing the government's ability to detect overpayments and fraud. Agency heads are directed to ensure federal officials have full access to unclassified agency records, data, software systems, and IT systems for pursuing administration priorities related to waste, fraud, and abuse.
Within 30 days of the order's date, agency heads must rescind or modify any guidance that obstructs inter- or intra-agency sharing of unclassified information. They are also required to review regulations governing unclassified data access and submit a report to the Office of Management and Budget cataloging these regulations.
Furthermore, the order mandates immediate steps for unfettered access to comprehensive data from state programs receiving federal funding. The Secretary of Labor will receive full access to all unemployment data and related payment records available to the Department of Labor’s Office of Inspector General.
The order supersedes previous executive orders that hinder inter- or intra-agency sharing of unclassified information. Agency heads must also review classified information policies within 45 days to determine if they classify materials beyond what is necessary for national security interests.
General provisions ensure that nothing in this order impairs existing legal authorities or functions related to budgetary, administrative, or legislative proposals. The implementation is subject to applicable law and available appropriations.
