Cole announces guidance for FY26 programmatic and community project funding requests

Today, Chairman Tom Cole (R-OK) of the House Appropriations Committee issued guidance for the Fiscal Year 2026 programmatic, language, and Community Project Funding requests. This marks the start of the appropriations process for the upcoming fiscal year.

In a statement directed to fellow Members, Chairman Cole said, "I am pleased to announce the beginning of the Fiscal Year 2026 appropriations process. On Monday, April 14, Members may begin submitting programmatic and language requests and Community Project Funding requests for the upcoming year. Starting next week, the Chairman of each subcommittee will begin releasing guidance for each bill."

He further noted, "As a result of the short timeline to draft bills in time for floor consideration, the Committee is maintaining similar eligible program accounts for Fiscal Year 2026 Community Project Funding. Additionally, due to the high demand and limited ability to fund all eligible requests, the limit of 15 projects per Member will be continued."

The guidance covers three kinds of requests: Programmatic, Language, and Community Project Funding. Programmatic requests allow Members to propose funding levels for specific programs. Language requests enable Members to suggest policy language in bills that directs actions without allocating funding to particular entities. Community Project Funding requests are aimed at financing community projects with a federal nexus, adhering to standards set by federal law, House Rules, and the Committee.
