A federal jury in Baltimore has delivered a guilty verdict against Rodney Gaines, 35, of Westminster, Maryland, for conspiracy to distribute cocaine and cocaine base, including firearm possession related to drug trafficking crimes. Gaines was also found guilty of two counts of cocaine distribution. This announcement was made by Kelly O. Hayes, U.S. Attorney for the District of Maryland, in collaboration with the Federal Bureau of Investigation’s Baltimore Field Office, Maryland State Police, Carroll County Sheriff’s Office, and Westminster Police Department.
The prosecution presented evidence during the trial, detailing Gaines's illicit activities in Westminster. The investigation utilized wiretaps to monitor Gaines's communication, through which his involvement in cocaine sales using coded language was documented. Evidence showed that Gaines orchestrated a distribution operation with accomplices who assisted in delivering drugs, converting cocaine to crack, and hiding drugs in remote locations. Cash exceeding $250,000, believed to be drug proceeds, was also seized.
Gaines's operations allegedly included the involvement of firearms. According to wiretap evidence, in early 2022, Gaines attempted to acquire two handguns from an accomplice. However, authorities intercepted these firearms before they reached him.
The charges against Gaines carry severe penalties, with the narcotics conspiracy offense alone imposing a mandatory minimum term of 10 years, and the potential for life imprisonment. Sentences are ultimately decided by a federal district court judge, who considers various guidelines and factors.
U.S. Attorney Hayes acknowledged the contributions of the FBI, MDSP, Carroll County Sheriff’s Office, and Westminster Police Department in the investigation, and expressed gratitude to the prosecutors, Assistant U.S. Attorneys LaRai N. Everett and Michael C. Hanlon.
