ICE arrests Guatemalan national charged with girlfriend's murder; uncle charged as accessory

U.S. Immigration and Customs Enforcement (ICE) recently arrested Keycy Robinson Alexis Barrera-Rosa, a 23-year-old Guatemalan national, in La Plata, Maryland. Barrera-Rosa is facing charges for the murder of his 23-year-old girlfriend, Lesbia Mileth Ramirez-Guerra, also a Guatemalan national.

Alongside this incident, Barrera-Rosa’s uncle, Rolvin Eduardo Barrera-Barrera, 37, has been charged by local authorities as an accessory after the fact to the murder.

"The arrest of these two individuals marks a significant step towards justice,” stated ICE Baltimore Acting Field Office Director Vernon Liggins. “This heinous crime not only devastated a community but also reinforced the urgent need to prioritize public safety by identifying, arresting, and removing egregious illegal aliens who threaten our neighborhoods."

Barrera-Rosa was initially apprehended by the U.S. Border Patrol on April 10, 2019, near El Paso, Texas, and received a notice to appear before a Department of Justice immigration judge. He had reported Ramirez as missing to the Charles County Sheriff’s Office (CCSO) on March 31. ICE subsequently arrested him at the CCSO on April 5 and issued another notice to appear. The CCSO officially charged Barrera-Rosa with first-degree murder on April 18.

Simultaneously apprehended alongside his nephew in April 2019, Barrera-Barrera also received a notice to appear before an immigration judge. He was detained by the CCSO and charged as an accessory to the murder on April 18. On the same day, ICE placed an immigration detainer on Barrera-Barrera at the Charles County Detention Center (CCDC), where he remains held without bond. Barrera-Rosa is currently detained at the Farmville Detention Center in Virginia, waiting for extradition to the CCSO.
