By the authority granted by the U.S. Constitution and laws, the President issued an order to support Historically Black Colleges and Universities (HBCUs). This order is a continuation of previous efforts to enhance the role of HBCUs as centers of educational excellence and economic opportunity.
The order outlines policies aimed at promoting America's potential through HBCUs by fostering educational opportunities, ensuring equal participation in federal programs, and making the U.S. more globally competitive. It establishes the White House Initiative on HBCUs within the Executive Office of the President, led by an Executive Director appointed by the President.
The Initiative will collaborate with various entities, including executive departments, agencies, and private-sector employers, to increase HBCU capacity. Its primary missions include strengthening HBCUs via private-sector support and enhancing their capabilities to serve students.
Additionally, the President’s Board of Advisors on HBCUs has been established in the Department of Education, with representatives from diverse sectors. The Board will advise the President on matters related to HBCU advancement.
The Executive Director must submit an annual report on the federal impact on HBCUs. The order also revokes Executive Order 14041 from September 3, 2021, concerning advancing educational equity through HBCUs.
The order specifies that its implementation must be consistent with applicable laws and not impair existing authority granted to executive departments or agencies. It clarifies that it does not create enforceable rights or benefits.
