Charleston man receives 10-year federal prison sentence for drug offenses

A Charleston man, Omar D. Milligan, 47, has been sentenced to 10 years in federal prison for his involvement in drug and ammunition offenses. Milligan pleaded guilty to charges related to conspiring and possessing with the intent to distribute 5 kilograms of fentanyl, as well as possession with intent to distribute cocaine, alongside being a felon in possession of ammunition.

Evidence presented in court showed Milligan's significant involvement in a drug trafficking ring operating within Charleston, with connections extending nationally and internationally. On March 25, 2022, Milligan took delivery of approximately 2.5 kilograms of fentanyl, planning to forward this to another associate for community distribution. Additionally, he had plans to obtain another 2.5 kilograms once the initial batch was distributed.

During investigations, authorities identified that Milligan was using a local apartment as the hub for his operations. He was observed selling both fentanyl and cocaine. A search on August 23, 2022, at this location led to the recovery of a kilogram of marijuana, 6 grams of cocaine, and ammunition. Milligan had a prior record, having served time for similar federal offenses related to drugs and firearms.

United States District Judge Richard M. Gergel handed down the 10-year prison term, to be accompanied by a subsequent 10-year court-ordered supervision period.

The probe into Milligan's activities was spearheaded by the Drug Enforcement Administration, with assistance from the Charleston Police Department and the Dorchester County Sheriff’s Office. The case is being prosecuted by Assistant U.S. Attorney Chris Lietzow.
