The Department of the Interior has announced a policy update from the Bureau of Land Management (BLM) aimed at expediting the oil and gas leasing process on public lands. This move is part of the Trump Administration's agenda to enhance energy independence and economic growth. The newly issued Instruction Memorandum, titled “Oil and Gas Leasing – Land Use Planning and Lease Parcel Reviews,” seeks to complete lease parcel reviews within six months.
Acting Assistant Secretary for Land and Minerals Management Adam Suess stated, “Under President Trump’s leadership, we are ending the unnecessary delays and bureaucratic roadblocks that have held back American energy production for too long.” He added that this policy would facilitate opening more federal land for development, reduce review times significantly, and emphasize job creation and low energy costs.
The updated policy requires BLM to conduct parcel reviews in tandem with National Environmental Policy Act compliance processes. It aims to streamline operations by not deferring parcels before completing all environmental reviews. The BLM will adhere to existing land management policies while ensuring public participation opportunities throughout the process.
Historically, BLM's timeframe for reviewing lease parcels ranged from eight to 15 months. The new approach intends to cut this time nearly in half. By statute, BLM must hold quarterly lease sales when eligible lands are available.
This policy reflects a commitment to responsible resource development while maintaining transparency and adherence to environmental laws. It aims to provide certainty for American energy producers by establishing a predictable leasing process. This initiative supports broader goals of enhancing energy security, fostering economic growth, and reducing reliance on foreign energy sources.
