Court orders reforms at Rikers Island; U.S. Attorney responds

The U.S. Attorney, Jay Clayton, has issued a statement regarding the recent court-ordered reforms at Rikers Island. The decision by the court includes appointing a remediation manager, which Clayton describes as "a welcomed and much needed milestone." He emphasizes that Rikers Island is currently failing its over 7,000 inmates, correction officers, staff, and the people of New York.

Clayton highlights that the constitutional rights of those in custody are not being adequately protected. The court's order grants the new manager broad authority and mandates cooperation between the manager and the Commissioner of the Department of Correction. A key requirement is developing a benchmarked plan aimed at improving conditions and eventually returning authority to the City.

Clayton assures that "the women and men of the Southern District stand ready to work with the Court Monitor, the new manager, and the Commissioner" to achieve sustainable reform within New York City's jail system.
