A man from Fujian, China, was sentenced in U.S. District Court in Bangor for entering the United States without inspection. Ruibo Pan, 21, pleaded guilty to the misdemeanor offense and received a sentence of time served, totaling 28 days.
The case arose when U.S. Border Patrol Agents from the Fort Fairfield Border Patrol Station were investigating a suspected illegal crossing from Canada on April 15, 2025. They found Pan in a remote area near the Canadian border. Pan admitted to agents that he had entered through the woods without authorization.
According to legal guidelines, entering the U.S. without inspection at a designated Port of Entry can result in up to six months in prison and a fine of up to $5,000. For repeat offenses, penalties increase to up to two years in prison and fines up to $250,000.
Following the court proceedings, Pan was handed over to immigration authorities for further action. The investigation was conducted by U.S. Border Patrol.
