Jaclyn Raquel Quiroz, a resident of California, was arraigned on June 9, 2025, in the District Court of the Virgin Islands. The charges include drug trafficking and conspiracy following an indictment by a federal grand jury on May 21, 2025. Acting United States Attorney Adam F. Sleeper announced the arraignment.
The indictment accuses Quiroz of conspiracy to commit a drug trafficking crime and possession with intent to distribute marijuana. According to court records, Quiroz arrived at Cyril E. King airport on March 26, 2025, aboard a United Airlines flight. Customs and Border Patrol (CBP) officers noticed anomalies in two suitcases checked under her name during an x-ray screening.
The CBP officers identified dense substances inside the suitcases consistent with marijuana attributes. After retrieving the suitcases from the baggage carousel, Quiroz was stopped by CBP officers who requested her identification, which she provided as a California driver’s license.
Quiroz was taken to a secondary inspection area where CBP officers opened the suitcases for further examination. Inside both suitcases were several black vacuum-sealed packages covered by towels. These packages contained approximately 20 kilograms of marijuana.
The investigation was conducted by Homeland Security Investigations and U.S. Customs and Border Patrol. Assistant United States Attorney Denise George is prosecuting the case.
