Acting U.S. Attorney Jay McCormack, alongside Acting U.S. Attorneys Michael P. Drescher of Vermont and Craig M. Wolff of Maine, has announced a significant enforcement action targeting health care fraud across New England. This effort is a collaborative initiative involving the Districts of New Hampshire, Vermont, and Maine, along with the New England Strike Force.
The New England Strike Force has charged six individuals in separate cases involving conspiracies to defraud federal programs like NH Medicaid and Medicare, amounting to over $14 million. These charges are part of the Department of Justice's 2025 National Health Care Fraud Takedown.
One case involves Erik Alonso from Miami, Florida, who faces eight counts of health care fraud for allegedly submitting claims to NH Medicaid despite being barred from billing federally funded health care programs after a 2015 conviction. Alonso reportedly exploited a psychotherapy patient for personal tasks.
In another case, Leo Anzivino Jr., from Teaticket, Massachusetts, is accused of conspiring to commit health care fraud and money laundering by using his position as a straw owner at Advanced Medical Supply to submit false claims to Medicare.
Manthan Rohit Shah from Mumbai is charged with misbranding prescription medication and other offenses related to shipping controlled substances into the U.S., while Evelyn Herrera from Florida allegedly submitted fraudulent Medicare claims through her company Merida Medical Supplies Inc.
Donald Jani from Maharashtra faces charges related to using personal information unlawfully to bill Medicare through CSS Pain Relief Inc., while Joseph Dobie from Maine is charged with identity theft in connection with Medicaid and SNAP benefits fraud.
Beyond these regional cases, the New England Strike Force also supported Operation Gold Rush—a nationwide investigation resulting in charges against 19 defendants linked to a $10.6 billion health care fraud scheme.
These actions are part of broader efforts that led to criminal charges against 324 defendants across various districts for their involvement in schemes totaling over $14.6 billion in intended losses.
The investigations were conducted by several federal agencies including the FBI and HHS Office of Inspector General among others. The New England Strike Force uses advanced data analytics and forensic accounting in its operations under DOJ Fraud Section Assistant Chief Kevin Lowell's leadership.
All allegations remain just that until proven otherwise in court where each defendant is presumed innocent until proven guilty beyond reasonable doubt.
