Today, U.S. Secretary of State Marco Rubio and Malaysian Foreign Minister Mohamad Hasan signed a Memorandum of Understanding (MoU) concerning strategic civil nuclear cooperation. This MoU aims to advance peaceful nuclear cooperation between the United States and Malaysia.

The relationship between the United States and Malaysia is longstanding, with cooperation in areas such as security, energy, and commerce. The signing of this MoU marks an important step toward establishing a robust civil nuclear partnership between the two nations.

Additionally, both countries have initiated negotiations on a civil nuclear cooperation agreement. These negotiations are part of advancing Executive Order 14299, "Deploying Advanced Nuclear Reactor Technologies for National Security," from the Trump Administration. The goal is to promote international civil nuclear cooperation, enhance American energy dominance, establish long-term strategic energy partnerships with allies and partners, and uphold high standards of nuclear safety, security, and nonproliferation.

The 123 Agreements create a legally binding framework for significant peaceful nuclear cooperation between the United States and its partners. They provide a foundation for long-term strategic civil nuclear partnerships globally while promoting U.S. commercial competitiveness in the global civil nuclear market.
