The order specifies that Schedule G will include positions normally subject to change due to Presidential transitions. The purpose is to enhance government administration by ensuring these roles are filled by individuals aligned with current policies without considering political affiliation.
The Office of Personnel Management (OPM) is tasked with listing these positions across various schedules, including A, B, C, D, E, Policy/Career, and now G. Each schedule outlines specific criteria for appointments based on confidentiality and policy-related responsibilities.
Furthermore, the Director of OPM will adopt necessary regulations to implement this order. In appointing individuals to Schedule G positions within the Department of Veterans Affairs, suitability as exponents of presidential policies will be considered.
The order clarifies that it does not impair existing legal authorities or functions related to budgetary and legislative proposals. It also emphasizes that no rights or benefits are created against the United States or its entities through this order.
