Jay Clayton, U.S. Attorney for the Southern District of New York | Department of Justice

United States Attorney for the Southern District of New York, Jay Clayton, and Tricia McLaughlin, Assistant Secretary of Public Affairs for the Department of Homeland Security, announced the arrest of Bass Ndiaye. Ndiaye is charged with assaulting federal Immigration and Customs Enforcement (ICE) officers using a deadly weapon. The incident took place on July 18, 2025, at 26 Federal Plaza in New York.

Jay Clayton stated, “Bass Ndiaye’s alleged attempt to attack multiple ICE officers by wielding a dangerous weapon endangered numerous members of law enforcement and nearly a dozen civilians.” He emphasized that protecting federal law enforcement and communities is crucial.

Tricia McLaughlin added that Ndiaye was arrested as an illegal alien from Senegal on July 17. While in custody, he allegedly attempted to stab law enforcement officers. She highlighted that attacks on law enforcement are increasing and affirmed support for those risking their lives to protect Americans.

The Complaint details that on July 18, at around 6:00 p.m., Ndiaye was being processed at 26 Federal Plaza when he seized scissors and aggressively moved toward security guards, ICE officers, a Homeland Security Investigations Special Agent, and other detainees. Officers managed to restrain him due to their quick actions and training.

Ndiaye faces one count of assaulting a U.S. officer using a deadly or dangerous weapon. This charge carries a maximum sentence of 20 years in prison. However, any sentencing will be determined by a judge.

Assistant U.S. Attorney Leslie Arffa is leading the prosecution handled by the Office’s General Crimes Unit. The charges remain accusations until proven guilty.
