Department of Homeland Security announces ICE detainer against murder suspect

Today, the Department of Homeland Security (DHS) reported that U.S. Immigration and Customs Enforcement (ICE) has lodged an arrest detainer against Gildardo Amandor-Martinez. He is accused of murdering a 15-year-old boy and assaulting a minor female with a firearm after attempting to rape their mother in Morehead, Kentucky.

ICE detainers are legal requests asking state or local law enforcement to hold illegal aliens until they can be transferred to immigration authorities.

Local reports indicate that on July 20, Amandor-Martinez arrived at an apartment shared with his girlfriend, Aleida Lopez, early in the morning and attempted to rape her. After she resisted, he assaulted her by biting her left hand and right armpit and injuring her arm. Her son, Luis Lopez, intervened but was shot three times by Amandor-Martinez and killed. The suspect then assaulted Lopez’s daughter with a firearm.

Luis Lopez was described as a "sweet student" by Rowan County Senior High School. He would have been a sophomore this fall.

Amandor-Martinez is from Mexico and had attempted to enter the United States three times under the Biden administration in 2021 via the southern border. He succeeded on his third attempt without inspection by an immigration officer.

“15-year-old Luis Lopez died trying to save his mother from this criminal illegal alien who was attempting to rape her," said Assistant Secretary Tricia McLaughlin. "Gildardo Amandor-Martinez is a rapist and cold-blooded killer who should have never been in this country."

Secretary Noem has relaunched the Victims of Immigration Crime Engagement (VOICE) office, which provides support services for victims of crimes related to immigration issues. This office was initially launched in 2017 by the Trump administration but was closed by the previous administration.
