Yesterday, President Trump signed the VA Home Loan Reform Act (H.R. 1815) into law. The new legislation makes permanent a policy that allows veterans to directly pay their real estate agents, removing restrictions that had previously limited their access to professional representation in housing transactions.

The National Association of Realtors (NAR) has played a key role in advocating for this change. In 2024, NAR secured a temporary suspension of the Department of Veterans Affairs' policy that barred veterans from compensating real estate agents. Since then, NAR worked with the VA and Congress to eliminate the rule entirely.

"Veterans deserve the same shot at homeownership as every other buyer, and NAR is grateful that the president has signed this measure into law," said Shannon McGahn, NAR executive vice president and chief advocacy officer. "NAR has maintained unwavering support for this bill, giving veterans equal footing in the housing market and allowing veterans and active-duty service members the same advantages as other buyers in a competitive real estate market. NAR remains committed to supporting our veterans and the brave men and women who serve this country in the armed forces, ensuring they are given equal opportunities to achieve the American Dream of homeownership."

Previously, NAR sent letters of support to House leadership regarding this legislation and reported on its progress through both chambers of Congress.

The National Association of Realtors represents professionals involved in residential and commercial real estate. The organization provides consumer guides about buying or selling homes—including information on written buyer agreements and compensation negotiation—available at https://facts.realtor.
