Six Pennsylvania residents, two from California, and two from Michigan have been indicted by a federal grand jury in Pittsburgh on charges related to trafficking methamphetamine, heroin, fentanyl, para-fluorofentanyl, and other narcotics. The announcement was made by Acting United States Attorney Troy Rivetti.
The indictment names Christopher Love of Homestead, Pa.; Terrence Spivey of Detroit, Mich.; Jonathan Toledo of Turtle Creek, Pa.; Darren Cooper of Los Angeles, Calif.; Raymone Grier Jr. of Detroit, Mich.; Patti Miller of Altoona, Pa.; Calil Francois-Moon of Homestead, Pa.; Dolly Mullens of Curwensville, Pa.; Paityn Phears of Los Angeles, Calif.; and Joanne Shaw of Warriors Mark, Pa.
According to the indictment filed in federal court for the Western District of Pennsylvania, the defendants are accused of conspiring to possess with intent to distribute and distributing 50 grams or more of methamphetamine; 500 grams or more of a mixture containing methamphetamine; 100 grams or more each of para-fluorofentanyl and heroin; 10 grams or more of carfentanil; 40 grams or more of fentanyl; and an unspecified quantity of cocaine between November 2023 and March 2025. Individual drug trafficking offenses are also alleged against Jonathan Toledo and Dolly Mullens.
If convicted on these charges under federal law, all defendants except Mullens face a minimum sentence of ten years up to life in prison as well as fines that could reach $20 million. Mullens faces up to twenty years imprisonment and fines up to $500,000. Sentencing would be determined based on the seriousness of the offense and any prior criminal history.

The investigation was led by the Drug Enforcement Administration with support from several agencies including the United States Postal Inspection Service; Homeland Security Investigations; Internal Revenue Service; Bureau of Alcohol, Tobacco, Firearms and Explosives; Pittsburgh Bureau of Police; Pennsylvania State Police; Clearfield Regional Police Department; Altoona Police Department; and Pennsylvania Office of Attorney General.
This prosecution falls under an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF coordinates efforts among federal agencies such as DEA along with state and local partners to target high-level drug traffickers through a multi-agency approach focused on intelligence gathering and prosecution (https://www.justice.gov/ocdetf).
