Federal prosecutors in the Northern District of Oklahoma have announced indictments against several individuals following the August 2025-A session of the federal grand jury. The charges include drug offenses, firearm violations, unlawful reentry, kidnapping, and threats against a member of Congress.
According to U.S. Attorney Clint Johnson, “The following individuals have been charged with violations of United States law in indictments returned by the Grand Jury. The return of an indictment is a method of informing a defendant of alleged violations of federal law, which must be proven in a court of law beyond a reasonable doubt to overcome a defendant’s presumption of innocence.”
Elijah Lee Chandler, Jr., 36, from Tulsa, faces charges related to methamphetamine distribution and maintaining a drug-involved premises. Investigations were conducted by the Drug Enforcement Administration (DEA), Tulsa Police Department, Oklahoma Highway Patrol, and Tulsa County Sheriff’s Office.
Nicholas Donell Cotton, 37, from Inola and identified as a member of the Cherokee Nation, is accused of burglary and theft in Indian Country as well as wire fraud involving stolen credit cards. The Bureau of Indian Affairs and Tulsa Police Department led the investigation.
Aldo De Leon Mendoza, 38, a Mexican national, has been indicted for unlawfully reentering the United States after being removed in April 2016. ICE Enforcement and Removal Operations Dallas Field Office handled this case.
Alexander Douglas Goins, 34, from Tulsa is charged with attempted coercion and enticement of a minor for allegedly trying to entice someone he believed was underage into sexual activity. Homeland Security Investigations and Owasso Police Department investigated.
Chad Allen Haeberle, 34, from Jay faces charges for threatening to assault, kidnap or murder a Member of Congress and cyberstalking that caused fear or emotional distress using electronic communications. Agencies involved include U.S. Capitol Police and U.S. Marshal Service.
Mynor Antonio Hernandez-Aguilar, 34, originally from Guatemala, was charged with unlawful reentry after removal in January 2020.
Ramsey Nathaniel Hogan, 58 and transient at the time of arrest, is accused as a felon in possession of firearms and ammunition.
Juan Manuel Joaquin-Francisco (51), Roberto Montel Madden (38), Simon Martinez-Gonzalez (44), Jesus Medina Acevedo (37), Anibal Valentin Rivas Gabino (35), all face various charges including unlawful reentry or firearm possession.
Jose Luis Rodriguez Cornejo is accused on multiple counts: possessing cocaine and methamphetamine with intent to distribute; maintaining premises for drug distribution; and unlawful reentry after prior removal in February 2001.
Odell Carl Stokes (49), Arthur Lee Hudgens Jr. (46), Roderick Dale Favors (43), Cornelius James Artis (44) are charged with conspiracy to distribute methamphetamine between October 2024 through May 2025 as well as other drug-related offenses.
Mark Joseph Vossler (53) is charged with failing to register as a sex offender between March and July 2025 while required by law to do so.
Each case will proceed through federal court where defendants are presumed innocent until proven guilty beyond reasonable doubt.
