Panama City man indicted on drug distribution and firearm charges

A federal grand jury has indicted Marlow Level Allen, 46, of Panama City, Florida, on charges related to drug possession with intent to distribute and illegal firearm possession. The announcement was made by John P. Heekin, United States Attorney for the Northern District of Florida.

Allen faces one count of possession with intent to distribute cocaine, cocaine base, and marijuana, as well as one count of possession of a firearm by a convicted felon. His arraignment is scheduled before United States Magistrate Judge Martin A. Fitzpatrick on August 14, 2025 at 1:30 p.m. in Tallahassee.

“If convicted on the drug count, Allen faces up to twenty years’ imprisonment. If convicted on the firearm count, Allen faces a minimum mandatory 15 years’ imprisonment,” according to the U.S. Attorney’s Office.

The Bay County Sheriff’s Office and the Bureau of Alcohol, Tobacco, Firearms and Explosives conducted the investigation. Assistant United States Attorney Eric K. Mountin will prosecute the case.

“An indictment is merely an allegation by a grand jury that a defendant has committed a violation of federal criminal law and is not evidence of guilt. All defendants are presumed innocent and entitled to a fair trial, during which it will be the government’s burden to prove guilt beyond a reasonable doubt at trial,” stated the release.

This prosecution falls under Operation Take Back America (https://www.justice.gov/dag/media/1393746/dl?inline), an initiative that brings together resources from various Department of Justice programs such as Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN). The operation aims to address illegal immigration issues, eliminate cartels and transnational criminal organizations, and protect communities from violent crime.
