The Department of the Interior has announced updates to its oil and gas commingling policy, aiming to improve energy production safety and efficiency. The changes are in response to the One Big Beautiful Bill Act and are being implemented by the Bureau of Safety and Environmental Enforcement (BSEE) and the Bureau of Land Management (BLM). Commingling refers to combining oil or gas from multiple sources into a single stream for measurement and processing.

“From day one, the Trump administration has worked to cut red tape, strengthen America’s Energy Dominance and ensure responsible resource development,” said Secretary of the Interior Doug Burgum. “We’re delivering on that by aligning our regulations with the law, streamlining approval processes and giving operators a clear framework rooted in sound science and engineering. These updates make it easier to produce American energy without unnecessary bureaucratic hurdles, while at the same time protecting taxpayers, tribes and our shared energy future by ensuring production is safe, efficient and maximizes the long-term value of our resources.”

BSEE's finalized rule clarifies offshore commingling standards to safeguard well integrity, safety, and recovery rates. Meanwhile, BLM has issued interim guidance that expands commingling authority on public and tribal lands as they work toward updated regulations. Field offices have been instructed to process applications efficiently under provisions established by the One Big Beautiful Bill Act.

The updated policy supports broader goals set out in an executive order focused on increasing domestic energy production. It also reflects Secretary Burgum’s directives for more predictable oversight of oil and gas operations, emphasizing both regulatory streamlining and environmental protection.
