Cedar Rapids man pleads guilty to federal child exploitation charges

A Cedar Rapids man has pleaded guilty in federal court to multiple child exploitation charges. Kevin Patrick Sullivan, 43, admitted to producing visual depictions of a child engaged in sexually explicit conduct between June 2013 and February 2015. He also acknowledged possessing child pornography involving a prepubescent child on various electronic devices from June 2013 to January 2025, and receiving child pornography via the Internet between November 2013 and January 2025.

The case falls under Project Safe Childhood, an initiative by the Department of Justice that began in May 2006. The program coordinates efforts among federal, state, and local agencies to address child sexual exploitation and abuse. Project Safe Childhood is led by United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section. Sullivan will be sentenced by United States District Court Chief Judge C.J. Williams after a presentence report is completed. He remains in custody of the United States Marshal until sentencing. According to authorities, he faces a mandatory minimum sentence of 15 years in prison, with a maximum possible sentence of 70 years, fines totaling $750,000, special assessments amounting to $117,300, and lifetime supervised release following imprisonment.

Assistant United States Attorney Devra T. Hake is prosecuting the case. The investigation was conducted by the Federal Bureau of Investigation and the Iowa Division of Criminal Investigation.
