A Carrollton woman has been sentenced to 20 years in federal prison following her conviction for drug trafficking violations in the Eastern District of Texas, according to an announcement from Acting U.S. Attorney Jay R. Combs.
Jessica Marie Ruiz, age 43, was found guilty of conspiracy to possess with intent to distribute methamphetamine. U.S. District Judge Sean D. Jordan imposed a sentence of 240 months in federal prison on August 27, 2025.
Court records revealed that in 2021, Jessica Ruiz and her husband Wesley Ruiz managed a methamphetamine trafficking organization while Wesley Ruiz was serving time for the murder of a Dallas police officer. Using a contraband cell phone from prison, Wesley Ruiz coordinated with Jessica Ruiz and their supplier based in Mexico to arrange shipments of kilogram quantities of methamphetamine transported by 18-wheeler trucks across the U.S.-Mexico border. After receiving the shipments from truck drivers in North Texas, Jessica Ruiz stored the drugs at her Carrollton home before they were distributed throughout the United States and into the Texas Department of Criminal Justice for further distribution within prisons.
The prosecution is part of Operation Take Back America, an initiative that brings together resources from various Department of Justice agencies to combat illegal immigration and dismantle criminal organizations involved in violent crime and drug trafficking. The operation leverages efforts from Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).
The investigation was conducted by the North Texas Strike Force and U.S. Drug Enforcement Administration. Assistant U.S. Attorney Wes Wynne prosecuted the case.
