Honduran national pleads guilty to fraud charges involving false passport application

PEDRO NOLOCOS ROSALES, a 64-year-old native of Honduras, has pleaded guilty to making a false statement in a passport application, aggravated identity theft, and theft of government funds. The plea was announced by Acting U.S. Attorney Michael M. Simpson.

Court documents state that ROSALES used the name and social security number of another individual for over two decades when applying for a United States passport. He also used this information to apply for Social Security Administration (SSA) Disability Insurance Benefits, resulting in him receiving approximately $186,078.60 in government funds from April 2003 through August 2023.

ROSALES faces up to ten years in prison and a maximum fine of $250,000 for making a false statement in a passport application; a mandatory consecutive two-year prison term for aggravated identity theft; and up to ten years imprisonment and another $250,000 maximum fine for theft of government funds. Upon release from incarceration, he may be sentenced to supervised release periods ranging from one year on Count Two to three years on Counts One and Three. ROSALES has agreed to pay $186,078.60 in restitution and is subject to a mandatory $100 special assessment fee per count.

The investigation was conducted by the U.S Department of State's Bureau of Diplomatic Security, the Social Security Administration's Office of Inspector General, and U.S. Immigration and Customs Enforcement. Assistant United States Attorney Mary Katherine Kaufman is handling the prosecution.
