Chesapeake Regional Medical Center (CRMC), also known as Chesapeake General Hospital and Chesapeake Regional Healthcare, has been charged in a two-count criminal indictment by the U.S. District Court for the Eastern District of Virginia, Norfolk Division. The charges include conspiracy to defraud the United States and interfere with government functions, as well as health care fraud.
The indictment relates to CRMC’s billing practices involving Dr. Javaid Perwaiz, who performed surgeries and other procedures at the facility. CRMC entered a plea of not guilty in its initial court appearance.
Court documents state that CRMC granted privileges to Dr. Perwaiz in April 1984. In November 2020, Dr. Perwaiz was convicted on 52 counts of health care fraud and false statements related to health care matters. Of these convictions, about 38 were connected to procedures performed at CRMC, including unnecessary hysterectomies, elective inductions before 39 weeks without medical justification, and sterilizations of Medicaid patients without proper consent forms signed 30 days in advance.
Dr. Perwaiz conducted all his obstetric deliveries and inpatient surgeries at CRMC from 2010 to 2019. During this period, the hospital received around $18.5 million in reimbursements from health care benefit programs for surgical and obstetric procedures he performed.
A motion to dismiss is currently pending in this case.
